PROBLEM TO BE SOLVED: To provide a system and method for treating hydrous material to be treated, for processing the hydrous material to be treated to a material to be treated with low water content by reducing water in the hydrous material to be treated containing the large amount of water such as waste sludge, and soil containing a large amount of water containing harmful material, and a system and method for producing dry sludge, producing dry sludge fuel from the waste sludge by reducing water in the waste sludge. SOLUTION: This system 1 for treating the hydrous material to be treated is a system for treating the hydrous material to be treated, reducing the amount of water in the hydrous material to be treated, and includes a steam generator 11 for generating steam by heating water, and a drier 12 in which the hydrous material T1 to be treated is poured. The drier 12 heats the hydrous material T1 to be treated by steam S3 from the steam generator 11, removes the water in the hydrous material T1 to be treated, and reduces the water content.
