The purpose of the present invention is to provide a powdery composition which is a preparation containing moisture and oil in a well-balanced manner and having an excellent roughness-ameliorating effect and yet exhibiting a fresh feeling and high compatibility and which has a powdery appearance but liquefies and shows a good usability with no frictional feeling when applied to the skin. The powdery composition according to the present invention is characterized by: comprising (a) a flat powder coated with fluorinated aluminum hydroxide, (b) an oily component having a surface tension value of 20 mN/m or greater, and (c) an aqueous component having a surface tension value of 45-65 mN/m inclusive； and liquefying upon application with rubbing. Further, the powdery composition according to the present invention is characterized in that the content of component (b) is 1-50 mass% and the composition ratio of component (b) to component (c) is from 1:10 to 3:1.本發明之目的在於提供一種粉末狀組合物，其為均衡地含有水分、油分且抑制粗糙之效果較高之製劑，並且一併具有水潤感觸及良好之親和性，而且外觀為粉末狀且當塗抹於肌膚時發生液化，無乾澀感且使用性優異。本發明之粉末狀組合物之特徵在於含有：(a)氟處理氫氧化鋁被覆平板狀粉體、(b)具有20 mN/m以上之表面張力值之油性成分、及(c)具有45 mN/m以上且65 mN/m以下之表面張力值之水性成分，且該粉末狀組合物藉由塗擦而發生液化。進而，本發明之粉末狀組合物之特徵在於：上述(b)成分之調配量為1～50質量%，(b)成分與(c)成分之調配比為1：10～3：1。
