CONSTITUTION: A producing method of high viscosity rice powder using the hand mill principle comprises the following steps: washing rice with high pressure air and water； crushing the washed rice； and adding a substance for increasing the viscosity. A producing apparatus of the of high viscosity rice powder includes a washing device(110), a crushing device(120), a viscous-substance mixing device(130), and a controller(140) for controlling the operation of the devices.
