The device comprises a working element (1) which has the first and second ends, a drive means connected to the said working element (1) with the ability of bringing it into the rotational movement around the longitudinal rotary axis (X), a bearing element (2) and an element (4) for attachment. The bearing element (2) is designed to hold the working element (1) and the drive means, and the element (4) for attachment is made with the ability of fastening the bearing element (2) on a stationary element. The bearing element (2) having a first hinge joint (3), allowing the working element (1) to rotate about the first axis (Y), is connected to the element (4) for attachment via the second hinge joint (5), where the second hinge joint (5) allows the working element (1) to rotate about the second axis (Z).
