The present invention relates to uses and signal functional mechanisms of a substance which has low cytotoxity of 2-(3,4-dihydroxyphenyl)-3,5-dihydroxy-7-methoxy chromen-4-one, which is a natural substance and O-methylated flavonol, while inhibiting generation of nitric oxide and cytokines which are inflammation-inducing substances, thereby having an excellent anti-inflammatory activity. In addition, the present invention: has effects of anti-aging and anti-wrinkle by inhibiting generation of MMPs, which are collagenases, after being irradiated with UV； and inhibits inflammation by inhibiting phosphorylation such as ERK, p38 MAP kinase, c-Jun N-terminal kinase, etc., thereby suggesting an usability as a cosmetic composition.본 발명은 천연물질인 O-메틸레이티드 플라보놀인 2-(3,4-디하이드록시페닐)-3,5-디하이드록시-7-메소실크로멘-4-온의 낮은 세포 독성을 보이면서 동시에 염증 유도물질인 나이트라이트 옥사이드와 사이토카인의 생성을 억제함으로 우수한 항염 활성을 나타내는 물질의 용도 및 신호작용기작에 관한 것이다. 또한 자외선 조사후 콜라겐의 분해요소인 MMPs 생성을 억제하는 것을 확인하여 노화개선 및 주름개선 효과를 가지며, 어크, p38 맵카이네이즈, 준카이네이즈등의 phosphorylation을 억제함으로서 염증 억제 효과를 확인하여 염증 억제 효과를 나타냄으로써 화장품의 조성품으로의 사용 가능성을 제시한다.
