PROBLEM TO BE SOLVED: To provide a promoter for plants strongly functioning in a wide range of plants, and to provide a gene expression vector for plants in which the promoter is integrated and a plant transformed by using the gene expression vector. SOLUTION: The promoter functioning in a wide range of plants from Milk vetch dwarf virus (MDV) and strongly expressing equally to CaMV 35S promoter regardless of the variety of a gene induced is isolated. Further, a variant built from the promoter originated from the MDV and having gene promoter activity in the plant, an expression vector in which the promoter is integrated and a plant transformed by integrating the gene for plant expression into the expression vector and inducing the vector are provided.
