PURPOSE: A highly hydrous water-in-oil type foundation composition and a method for manufacturing the same are provided to enhance inner water content in a foundation emulsion and to ensure cool feeling. CONSTITUTION: A water-in-oil type foundation composition contains 40-70 weight% of aqueous phase ingredient, 5-30 weight% of pigment ingredient, and remaining amount of oil ingredient. The oil phase ingredient is PEG/PPG-19/19 dimethicone or lauryl PEG-9 polydimethyl siloxy ethyldimethicone. The aqueous phase ingredient is water or hyaluronic acid. The pigment ingredient is 1,3-butylene glycol and titanium dioxide, ferric oxid, or talc. A method for manufacturing the foundation composition comprises: a step of pulverizing the pigment ingredient； a step of adding pulverized pigment ingredient to the oil phase ingredient containing PEG/PPG-19/19 dimethicone or lauryl PEG-9 polydimethyl siloxy ethyldimethicone and stirring to obtain a pigment-oil phase mixture； a step of adding the aqueous ingredient to the pigment-oil phase mixture and stirring to obtain a water-in-oil emulsion； and a step of discharging the water-in-oil emulsion.본 발명은 수분 순간 방출형 고함수 유중수형 파운데이션 조성물 및 그 제조방법에 관한 것이다. 더욱 구체적으로는 수분 순간 방출형 고함수 유중수형 파운데이션 조성물인 유중수형 파운데이션 에멀젼에서 내부 수상 함량을 높게 하여 피부 도포시 에멀젼이 깨지면서 내부 수상도 즉시 방출되어 피부에 청량감을 주는 파운데이션 조성물로서, 물을 함유하는 수상 성분 40 ~ 70 중량%； 안료 성분 5 ~ 30 중량%； 및 잔량으로 유상 성분을 포함하되, 상기 유상 성분은 피이지(PEG)/피피지(PPG)-19/19 디메티콘 혹은 라우릴피이지(Lauryl PEG)-9 폴리디메틸실록시에틸디메티콘 중 어느 하나이거나 이들의 혼합물을 함유하는 것을 특징으로 하는 수분 순간 방출형 고함수 유중수형 파운데이션 조성물 및 그 제조방법에 관한 것이다. 상술한 본 발명은, 종래의 일반적인 파운데이션 제형과는 달리 내부 수상 비율인 물 함량을 높게 하여 유중수형 파운데이션 에멀젼의 에멀젼이 깨지면서 내부 수상도 즉시 방출되어 빠르게 물방울이 터져 나와 피부에 화장수 같은 수분감으로 시원한 느낌, 촉촉한 사용감을 주며 메이크업 효과가 우수한 장점이 현저하다.
