The present invention relates to an Internet of Things (IoT) network device comprising: a packet receiving unit for receiving an uplink packet of the same terminal through two or more base stations; a checking unit for checking whether there is a specific base station, at which a packet transmission/reception failure occurs, among the two or more base stations; and a control unit for excluding, when the specific base station is checked, the specific base station among the two or more base stations from an object to be used when the uplink packet of the terminal is processed or a downlink packet of the terminal is transmitted, and avoids using a frequency band at which signal disturbance is generated and using a base station in an overload state, thereby enabling IoT service quality to be improved.
