PROBLEM TO BE SOLVED: To provide a light shielding device capable of changing the amount of incident light of light such as sunlight, and a building for raising animals and plants comprising the same.SOLUTION: A light shielding device 10, disposed on a window 4 of a building 1 for raising animals and plants, comprises: a sheet-shaped first shielding member 20 having a first light transmitting portion 20b for allowing light to be transmitted and a first light shielding portion 20a for shielding light, which are fixed on an interior side of the window 4； a second sheet-shaped shielding member 30 having a second light transmitting portion 30b for allowing light to be transmitted and a second light shielding portion 30a for shielding light； and a holding portion 40 for movably holding the second shielding member 30 against the first shielding member 20 in a direction along a sheet surface.
