In the present invention, in a gateway 2, timing information indicating a timing for transmission of transmission data to be transmitted to a server 11 and data type information indicating the type of transmission data are stored in an information storage unit 24. A relay processing unit 26 determines, on the basis of the timing information, whether the timing for the transmission data to be transmitted to the server 11 has been reached. If it has been determined that the timing for the transmission data to be transmitted to the server 11 has been reached, the relay processing unit 26 acquires the transmission data corresponding to the type indicated by the data type information, and instructs an out-of-vehicle communication unit 22 to transmit the acquired transmission data to the server 11. The relay processing unit 26 changes the type indicated by the transmission information or the timing indicated by the timing information that are stored in the information storage unit 24.
