PROBLEM TO BE SOLVED: To provide a method for producing a cosmetic independent of an amount of an oil phase without spending many hours in which hydroxycarboxylic acid zinc can be dissolved easily.SOLUTION: The method for producing a cosmetic contains the following components (A), (B), and (C): (A) 0.001-0.9 mass% of a zinc oxide in which surface treatment is carried out with a hydroxycarboxylic acid or a hydroxycarboxylic acid zinc salt (B) 0.5-30 mass% of one or two or more kinds selected from dihydric alcohol of IOB 1.3-3.5, tris (ethoxy ethoxyethyl) phosphate, and ethyl carbitol and (C) water.
