The determination method comprises: receiving a status report reported by a terminal of a non-speaking-right user, wherein the status report carries a designated field, and the designated field is used to indicate whether the non-speaking-right user is in a secure status; and determining, according to the status report, whether the non-speaking-right user is in the secure status. By adopting the technical solution provided in the present invention, the problem in the relevant art that an evolved base station cannot learn whether a non-speaking-right user is in a secure status currently in a cluster system is solved, thereby being capable of monitoring the security status of the non-speaking-right user in real time, and completing an emergency function.
