PROBLEM TO BE SOLVED: To provide a method for constructing a plant cultivation area, facilitating water supplying work during construction, and needing inexpensive construction cost. SOLUTION: The method for constructing a plant cultivation area comprises the following steps: putting a urethane resin mat 14 which is formed by binding urethane foam chips using a binder on a plant cultivation area construction site 11, supplying water to the urethane resin mat 14 so as to be impregnated with water, filling up soil on the urethane resin mat 14, and spraying surface-active agent solution on the surface of the urethane resin mat 14 at the plant cultivation area construction site 11 to make the surface-active agent adhere to the surface of the urethane resin mat 14 followed by performing water supply work. Such steps make it possible that the water becomes attached to the surface of the urethane mat via the surface-active agent adhered to the surface of the urethane resin mat 14 so as to gradually impregnate the urethane resin mat 14 with water.
