PROBLEM TO BE SOLVED: To provide a wall surface greening panel capable of improving growth of planting by enhancing irrigation efficiency while facilitating the maintenance and reducing the cost of installation and maintenance, and a wall surface greening facility using the wall surface greening panel.SOLUTION: In a wall surface greening panel 10, a panel body 12 comprises a base plate 13, an upper frame 14 erected along an outer peripheral edge of the base plate 13, a lower frame 15 and both side frames 16. On the base plate 13, a bark layer B, a resin mesh M and a rock wool layer R are laminated and fixed in this order from a lower layer. In the panel body 12, an irrigation pipe 20 is disposed along the upper frame 14. A plurality of through holes 21 are formed in a side surface part of the irrigation pipe 20. Into each of the through holes 21, a water-conveyance string-like article 22 is inserted. With the water-conveyance string-like article 22, water in the irrigation pipe 20 is supplied to the rock wool layer R and bark layer B.
