PROBLEM TO BE SOLVED: To provide a wall surface greening panel simple without requiring much labor, and releasing oneness with an outer wall, and to provide a wall surface greening construction method. SOLUTION: This wall surface greening panel 1 is such that a vegetation pad 4 is held in a holding recessed part 3 of a surface of a rectangular frame 2, a net 5 covering the surface of the vegetation pad 4 is attached to the frame 2, a water sprinkling flow port 7 communicating with the holding recessed part 3 is set in the top and bottom of the frame 2, and a fixation anchor 16 projects on the reverse of the frame.
