PROBLEM TO BE SOLVED: To provide a frame panel constituted so as to enable treatment of pavement, etc., without inhibiting growth of plants such as turf and facilitate opening of a continuous hole on formation of space for growth of the plant. SOLUTION: Box bodies 1 are mutually integrally bonded by laying the upper edge parts of the box bodies 1 onto a lattice-like upper surface frame 2 formed of a vertical frame 2a and a horizontal frame 2b and parts opening so as not to inhibit growth of plants from the ground are surrounded with lines 5 for punching punched by pressing pressure in the lattice upper surface frame 2.
