PROBLEM TO BE SOLVED: To enable a seedling box basket to be taken in/out from front/rear both sides, and to enable a fall prevention operation of an empty seedling box to be performed from front/rear both sides.SOLUTION: A preliminary seedling base 1 of a seedling transplanter 10 comprises: a frame part 4 configured to be capable of placing a seedling box basket C while being engaged therewith for preventing the seedling box basket from moving forward/backward and capable of cancelling engagement to enable the seedling box basket C to be taken in/out from front/rear both sides and seedling box fall prevention means 2 preventing an empty seedling box N from falling from a front side of the frame part 4 when the empty seedling box is placed. The seedling box fall prevention means 2 includes: a rotation shaft 21 extending in a front/rear direction a fall prevention member 23 and an operation lever 22 provided on front/rear ends of the rotation shaft 21, respectively and position switch means 25 configured to be capable of switching a rotation position of the fall prevention member 23.
