The present invention relates to a method for manufacturing herb bugak and the herb bugak manufactured thereby, the method comprises: a step for washing which one selected from the group consisting of mugwort leaves, thistle leaves, acanthopanax leaves, Korean angelica leaves, aralia leaves, dandelion leaves, and mulberry leaves using EM active solution(step 1) a step for coating glutinous rice paste on the washed leaves of the herbal plants(step 2) a step for manufacturing the herb bugak by drying the leaves on which the glutinous rice paste is coated(step 3) and a step for packing the herb bugak(step 4).
