PROBLEM TO BE SOLVED: To provide a levee coater which can be suitably used for inhibiting such a trouble that soil scraped by scraping tines is clogged in between a levee top-scraping cover and a base levee.SOLUTION: The levee coater 1 includes a levee top-scraper 41 for scraping the levee top of a base levee and a levee top-scraping cover covering the space above the levee top-scraper 41, and also a mounding element 61 for mounding soil on a base levee and a levee former 62 for forming a new levee by compacting mound made by the mounding element 61.
