The present invention relates to a portable plasma cosmetic care device and a plasma skin care system provided with a holder for filling the same with gas. The device comprises: a plasma cosmetic device in which an outer side is made of an insulator and which generates plasma by using the gas stored therein； and a holder having a mounting groove for mounting the plasma cosmetic device and capable of supplying gas to the plasma cosmetic device to charge the plasma cosmetic device.
