PURPOSE: An apparatus for making grooves or holes in an object to be processed using a laser beam and a method thereof is provided to make holes in objects to be dried or steeped in liquid using a laser beam for accelerating the drying or steeping process. CONSTITUTION: A method for making grooves or holes comprises a first step of arranging objects into one layer； and a second step of irradiating a laser beam for making grooves or holes in the object to be dried or steeped. In the second step, a step of transferring the objects with a conveyor at a constant speed is included. A third step is that a laser beam is irradiated to the objects to the direction perpendicular to the transferring direction of the conveyor for making grooves or holes in the objects. In the second step, a step of transferring the objects with a conveyor at a constant speed within the distance corresponding to the scan area of a laser beam and stopping the transferring is included. In the third step, a laser beam is irradiated to the objects when the object is stopped after being transferring with a conveyor at a constant speed within the distance corresponding to the scan area of a laser beam at setup intervals. The object to be dried includes watery red pepper, and the object to be steeped includes unpolished rice and bean.
