A pre-form including thermoplastic tapes made of thermoplastic resin reinforced by thermoplastic fibers interwoven with shape memory alloy tapes or wires made of shape memory alloy. Each of the shape memory alloy tapes or wires is not in continuous contact along an entire length of the shape memory alloy tape or wire with any single thermoplastic tape along an entire length of the thermoplastic tape. The thermoplastic tapes include first and second sets of thermoplastic tapes, the shape memory alloy tapes or wires comprise first and second sets of shape memory alloy tapes or wires, the first sets of thermoplastic tapes and shape memory alloy tapes or wires pass over or under the second sets of thermoplastic tapes and shape memory alloy tapes or wires, the first set of thermoplastic tapes do not pass over or under the first set of shape memory alloy tapes or wires, and the second set of thermoplastic tapes do not pass over or under the second set of shape memory alloy tapes or wires.
