PROBLEM TO BE SOLVED: To provide a sludge treatment facility where sludge having a high moisture content is regenerated into effectively utilizable resources without generating by-products causing environmental deterioration, and to provide a sludge treatment method. SOLUTION: In the sludge treatment facility, an accelerator 5 comprising a floating board 50, condensers 51 and a lamp 52 is floated on a sludge storage tank 1 storing liquid sludge having a high moisture content. Then, effective microorganisms are added to the sludge, the sludge is irradiated with light from the condensers 51 and the lamp 52 to promote the activation of the effective organisms, and putrefactive substances in the sludge are decomposed. Simultaneously, the moisture content in the sludge is reduced by solar drying. When the sludge is changed into a muddy state, a base material comprising effective organisms is added thereto, and new liquid sludge is further charged thereon. Thereafter, an accelerator is again floated, and light is irradiated thereto. These treatments are repeated, and a prescribed amount of sludge is converted into primary biomass (compost).
