PROBLEM TO BE SOLVED: To provide accelerated permeation, into skin, of a skin active ingredient having relatively low absorption into skin.SOLUTION: A skin external agent or cosmetic composition contains (A) a skin active ingredient having a molecular weight of 500 to 1500 and a distribution coefficient Log P of 5.0 to 30.0 and (B) a hydrocarbon oil where the surface tension of a skin permeation acceleration-effective dose of the ingredient (A) is 29.5 mN/m or less at a temperature of 32°C.
