The control apparatus (5) comprises a battery box (15), a motor (6), a power switch (11), a rotary button (12), a spraying button (10), and an electric pump (14). The battery box (15) is connected to the power switch (11), the motor (6), the rotary button (12), the spraying button (10) and the electric pump (14) by means of an insulation copper wire. The motor (6) is connected to the rotary button (12). A water inlet (102) is formed in the top of the box body (1). The outer side of the box body (1) is provided with a communicating pipe (4). The communicating pipe (4) is connected to a spraying rod (8) in a rotary button manner.
