A compounding ingredient for basic cosmetics comprises a decomposition product including 20-50% of a fraction having a molecular weight of 1,000-3,000 obtained by treating nucleoprotein and/or DNA with enzyme or hydrolyzing the nucleoprotein and/or DNA, or deoxyoligonucleotide, deoxymononucleotide or oligopeptide isolated therefrom or a decomposition product including 20-50% of a fraction having a molecular weight of 1,000-3,000 obtained by treating RNA with enzyme or hydrolyzing it, or oligonucleotide or mononucleotide isolated therefrom or a mixture of at least two selected from the group consisting of the decomposition product of the nucleoprotein and/or the DNA, the decomposition product of the RNA, deoxyoligonucleotide, deoxymononucleotide, oligopeptide, oligonucleotide and mononucleotide, wherein the nucleoprotein or the DNA is obtained from milt of fishes such as salmon, trout, herring, oceanic bonito and codfish and the RNA is obtained from yeast such as beer yeast, torula yeast, breast milk yeast and bread yeast. The basic cosmetics comprise the compounding ingredient for basic cosmetics.
