The therapeutic apparatus comprises a controller 140, a thermoelectric module 160, and a contact substrate. The contact substrate is a flexible, thermally conductive pad 240. Preferably there is a mounting wrap 120 and a compression portion, the compression being provided by an inflatable bladder. The controller may have an electronic processor and the apparatus preferably has an electronic display and a user interface. The pad 240 may be multi-layered and contain an insulative layer, a protective layer and at least one conductive layer. The conductive layer is preferably made of graphite or a metallic material. The thermoelectric module is preferably a Peltier device. The mounting wrap may have one or more pockets for the insertion of the controller and thermoelectric module.
