Provided is a liquid cosmetic wherein, by using a component that undergoes little interaction with other components in the cosmetic, worsening in emulsion stability and lowering in viscosity can be prevented and, when the cosmetic is neutral or weakly acidic, the possible amount of dissolved carbon dioxide can be made equal to or greater than a level in a cosmetic that is neutral or weakly alkaline. The liquid cosmetic is to be used in a state of containing carbon dioxide dissolved therein. The liquid cosmetic comprises water and a basic compound having an amino group.
