An oil-in-water gel emulsion composition characterized in that it comprises the following component A to component E:(component A) at least one liquid-state oil selected from a hydrocarbon oil, an aliphatic ester or a silicone oil, wherein a content of the liquid-state oil with respect to a total amount of the oil-in-water gel emulsion composition is 15% by mass or higher;(component B) at least one non-ionic emulsifying agent having an HLB of 7 or lower selected from a (poly)glyceryl fatty acid or a POE hydrogenated castor oil;(component C) a sucrose fatty acid ester;(component D) an ionic surfactant having a glutamic acid as a hydrophilic group; and(component E) water,wherein a total content ratio of component B, component C, and component D, with respect to component A, is from 0.1 to 0.5 by mass.
