PROBLEM TO BE SOLVED: To provide a urea water supply device and an exhaust emission control device capable of reducing vapor pressure of ammonia in a tank. SOLUTION: A urea water supply device 10 has a urea water tank 22 for storing urea water, a urea water supply pipe 30 having one end side arranged in the urea water tank 22, having the other end side arranged outside the urea water tank 22 and introducing the urea water to a supply destination, a urea water force feed pump 36 applying braking force for supplying the urea water to the supply destination from the urea water tank 22 via the urea water supply pipe 30, a return pipe 38 branched off from the downstream side of the urea water force feed pump 36 in the urea water supply pipe 30, and a lower side return pipe 42 arranged on the under side of the return pipe 38. A gas inflow port 44 as an upper side opening part is formed between the return pipe 38 and the lower side return pipe 42, and the lower end of the lower side return pipe 42 is formed as a return urea water outlet 42B as a lower side opening part.
