The purpose of the present invention is to secure safety through the ionic mineral composite materials, and accordingly secure a safe method for decomposing and sterilizing harmful materials. The harmful material decomposing agent of the present invention contains the ionic mineral composite materials prepared by heating 50 to 60 parts by weight of purified water to a temperature of 80 to 95°C, sequentially injecting 15 to 20 parts by weight of calcium carbonate, 2 to 5 parts by weight of sodium carbonate, 4 to 8 parts by weight of potassium chloride, 2 to 5 parts by weight of D-maltitol, 2 to 5 parts by weight of sodium sulfate, 2 to 5 parts by weight of zinc gluconate, and 4 to 8 parts by weight of silicon dioxide into the heated purified water, and stirring the raw materials. The harmful material decomposing agent of the present invention has an effect of decomposing or neutralizing agricultural chemical ingredients and environmental hormone components which are highly frequently used domestically.
