PURPOSE: A composition for applying on scalp or hair for promoting hair growth using a rice fermentation is provided to suppress and treat inflammation on scalp by eliminating fungi and bacteria causing allergy and inflammation, and to smoothly supply blood and hormones to dermal papilla cells. CONSTITUTION: A composition for applying on scalp or hair for promoting hair growth contains a mixture extract of red ginseng, Acorus gramineus, aloe, Ulmus macrocarpa, and Glycyrrhiza uralensis Fischer, which is prepared using a rice fermentation. A method for manufacturing the composition comprises: a step of inputting the rice fermentation with a mixture of red ginseng, Acorus gramineus, aloe, Ulmus macrocarpa, and Glycyrrhiza uralensis Fischer into an extraction tank； a step of extracting the mixture at 85-95 deg. C for 10-18 hours, and cooling at 30-50 deg. C； a step of removing solid ingredients and passing the extract through a filtering device with resin filters having pore size of 10 micrometers and 1 micrometer, using a pressing pump to purify the extract； and a step of concentrating the extract. [Reference numerals] (AA) Normal control group； (BB) Skin applied group본 발명의 쌀 발효물을 이용하여 홍삼, 석창포, 알로에, 유백피 및 감초에 함유되어 있는 생리활성 물질을 추출한 추출물을 포함하는 발모 촉진을 위한 두피 또는 모발 도포용 조성물은 모 생장 촉진 효과가 있으며, 인체 내에서 흡수되어 모근 세포의 성장을 촉진시키는 영양성분을 공급할 뿐만 아니라 모공주위의 비활성화되고 축적된 지방질과 오염물질들을 제거하여 모근 세포가 모공을 통한 산소호흡을 원활하게 하는 효과가 있으며 두피의 내, 외부에 존재하는 알레르기 및 각종 염증 유발성 세균과 곰팡이 균을 살해시켜 두피의 피부 염증을 억제, 치유하고 두피의 피하 조직 내 혈관을 활성화시킴으로써 모근 세포에 혈액과 호르몬 등의 공급을 원활하게 함으로 인해 건강한 두피와 모발을 생장, 유지하도록 한다.
