The present invention relates to a method of manufacturing feed for raising freshwater fish (including amphibian such as a frog) in a water system such as a reservoir, a dam, and a lake, and the feed manufactured thereby, a method of manufacturing feed for luring freshwater fish necessary for capturing of freshwater fish, and the feed manufactured thereby, a method of manufacturing high-protein fermented feed manufactured by using the same, and high-protein fermented feed manufactured thereby. To solve an existing problem, the method of manufacturing the feed for raising freshwater fish comprises the steps of: putting refined food waste into a fermentation apparatus; and adding a mixture of agricultural side-products, and soybean cake and bran. Manufacturing feed by using only the freshwater fish, an existing technique has problems of being a high price and not supplying diverse nutrients needed for fish feed. According to the present invention, food waste is refined and used, so fish feed can be manufactured at very low costs. Various nutrients needed for fish farming are supplied by using a mixture of agricultural by-product, soybean cake, bran and the like which is necessary to supply nutrients to fish, so an advantageous effect of supplying various nutrients is provided. Moreover, the present invention provides an advantageous effect that a low cost fish-luring feed can be supplied.
