The component has a cone-shaped body (4), which is created as an individual component part of an underground blocking layer and made of cellular glass. A cone (15) of the body has a small angle between generatrix i.e. tip of the cone, and its vertical axis, where a thicker end of the cone has a ball depth (17) with a periphery (18). Length of the body is chosen in such a manner that the body is wedged within a main lawn-root area and ratio of diameter and length of the body is less than 1:5, based on chosen dimension of an underground hole, into which the body is wedged. An independent claim is also included for a device for creating an underground blocking layer for moles and voles.
