PROBLEM TO BE SOLVED: To provide a steel sheet with reduced flow resistance which has excellent workability and is used for production of a structure with reduced flow resistance having surface-structure for reducing flow resistance, and to provide a structure with reduced flow resistance which is obtained by using the steel sheet with reduced flow resistance and has a low production cost and a low maintenance cost. SOLUTION: In the steel sheet with reduced flow resistance for producing a structure with reduced flow resistance, fine ruggedness is formed substantially on the whole surface in one side other than a margin for welding. In the structure with reduced flow resistance, a plurality of the steel sheets with reduced flow resistance are, as being flat sheets, or after being worked into curved surfaces, mutually welded to form a constitutional flat surface of the objective structure.
