PROBLEM TO BE SOLVED: To provide a VEGF production promoter, dermal papilla cell activator, and hair cosmetic that have sufficient effect on VEGF production promotion and hair restoration, and can be supplied stably.SOLUTION: The VEGF production promoter according to one embodiment of the invention contains as an active ingredient a fermentation metabolite of lactic acid bacteria Lactococcus lactis subsp. cremoris H-61 strain.
