The polyelectrolyte complex containing the chitosan and the cosmetic composition containing the chitosan of the present invention can increase the water solubility of chitosan and broaden its application range by combining sugar acid, which is a weak acid, with chitosan. Further, by overcoming the low water solubility problem of conventional chitosan, it is possible to improve the functionality and broaden the application range thereof.본 출원의 키토산을 포함하는 고분자 전해질 복합체 및 이를 포함하는 화장품 조성물은 키토산의 수용성을 증가시키고, 약산인 당산(Sugar acids)를 키토산에 접목시켜 그 활용 범위를 넓힐 수 있다. 또한, 종래의 키토산의 낮은 수용성 문제점을 극복함으로써, 기능성을 향상시켜 그 활용 범위를 넓힐 수 있다.
