This invention provides a W/O emulsifying composition using a organic modified clay mineral sheet-like particles and having low viscosity without separation even under high temperature. The W/O emulsifying composition of the present invention comprises:(A) an organic modified clay mineral being sheet-like particles having an average thickness equal to or lower than 0.1μm and an average long diameter of 0.5 to 5 0μm, and(B) a polyoxyalkylene/alkyl co-modified branched siliconeand the viscosity of the W/O emulsifying composition is equal to or lower than 10,000 mPa‧s.
