A multi-track-set large-capacity railway pavement system and transportation system. In the pavement system, a track set (3, 4) is used as a unit, and two or more track sets (3, 4) and ties (5, 6) form a multi-track-set railway pavement system. The track set (3, 4) is defined as: a track formed of two rails. The track sets are supported and connected by using the second tie (5) and an interval between the track sets is standardized. The rail is mounted and fixed by using the first tie (6). This system is used for cargo transportation, and transportation capability is doubled, and a transportation cost is greatly reduced. The system is compatible with an existing railway system, or may be compatible simultaneous running of an existing train on the railway system when necessary. Because multiple track sets are used, a possibility that a train is overturned because of a problem of the center of mass is eliminated, and at the same time a possibility of derailment is also greatly reduced.
