PROBLEM TO BE SOLVED: To provide a transparent solid composition having transparency making the appearance beautiful even when formulating an ultraviolet light absorbent which is an ingredient which is slightly soluble in a nonpolar oil, having good feelings upon use and excellent in stability with time and to provide a transparent solid cosmetic containing the composition as a substrate.SOLUTION: The transparent solid composition comprises (a) a lysine derivative-modified silicone represented by a specific structural formula, (b) a silicone oil, (c) a polar oil and (d) the ultraviolet light absorbent which is slightly soluble in the nonpolar oil.
