Provided are a cement inorganic grouting material composition which is gel type, is environmentally friendly and has a high strength, and a method for grouting the composition for boring grouting work. The cement inorganic grouting material composition comprises: a first composition which comprises 85-99 wt% of a common CSA-based cement having a fineness of 6,000-9,000 cm^2/g, and 1-15 wt% of at least one kind of accelerator selected from the group consisting of chlorides, carbonates, sulfates, acetates, silicates and hydroxides containing a metal ion of potassium, sodium, calcium and aluminum; and a second composition which comprises 50-90 wt% of a Portland cement having a fineness of 3,000-9,000 cm^2/g, 10-50 wt% of anhydrous gypsum or hemihydrate gypsum, 1-10 wt% of at least one accelerator selected from carbonates and hydroxides of a metal ion of lithium and calcium, 0-30 wt% of kiln dust, and 0.5-2.0 wt% of at least one kind of dispersant selected from naphthalene sulfonate, melamine sulfonate and pol
