PROBLEM TO BE SOLVED: To provide an encapsulation device capable of holding individually a liquid film of a shell material for forming a shell of the capsule.SOLUTION: The encapsulation device includes: a liquid jetting part for jetting liquid droplets of a first liquid a liquid film holding part for holding a second liquid into a film-like shape by a surface tension in an enclosed predetermined region and a measuring part for measuring the thickness of the liquid film of the second liquid held by the liquid film holding part.
