Disclosed are a terminal switching method and controller, a terminal, a base station and a system, used for accomplishing terminal switching without data transmission being interrupted, and having a very high transmission efficiency. A terminal switching method is provided, comprising: a controller sending a radio identifier of a terminal and a control channel resource configured by the controller to the terminal; when the terminal is in a coverage area of a first base station, the controller sending the radio identifier of the terminal and the control channel resource to the first base station; the controller determining that the terminal is in a coverage area of a second base station, then the controller sending the radio identifier of the terminal and the control channel resource to the second base station, so that control signalling respectively sent out from the first base station and the second base station is received by the terminal via the control channel resource.
