PROBLEM TO BE SOLVED: To provide an apparatus for producing, moving and raising a steam mass, capable of moving atmospheric air containing a produced steam mass to a necessary direction or raising to a necessary height, and retaining a capillary function to produce a steam mass, and to provide a method for producing artificial rainfall, capable of effectively producing artificial rainfall using the apparatus.SOLUTION: This apparatus for producing, moving and raising a steam mass is configured such that a water screen forming member 1 and an exothermic member 11 are alternately arranged every one line, and the exothermic member 11 is added with color on the surface, and irradiated with sunshine so that light energy from sunshine is absorbed and converted into heat.
