PURPOSE: A method for manufacturing a shampoo composition using fermentation liquid containing herb materials and mud is provided to relieve dandruff and prevent hair loss without side effects. CONSTITUTION: A method for manufacturing a shampoo composition using fermentation liquid comprises: a step of dissolving alkali in fermentation liquid and heating； a step of mixing a base oil and glycerin in an alkali solution and stirring； a step of mixing together salicornia herbacea extract, purslane, and honey； and a step of adding ginger powder.
