An apparatus and a method for diagnosing a blood circulation disturbance are provided. According to an embodiment of the present invention, the apparatus for diagnosing a blood circulation disturbance comprises: a measuring unit for measuring first and second signals associated with the heartbeat of a patient at two different points in the body of the patient； a matching unit for matching cycles of the measured first and second signals； and a diagnosing unit for obtaining each reference point included in the matched cycles of the first and second signals, and diagnosing a blood circulation disturbance of the patient by using a time difference corresponding to the obtained reference point.혈액 순환 장애 진단 장치 및 방법이 개시된다, 본 발명의 일 실시예에 따른 혈액 순환 장애 진단 장치는 환자의 신체 중 서로 다른 두 지점에서 상기 환자의 심박동과 연관된 제1 신호 및 제2 신호를 측정하는 측정부； 상기 측정된 제1 신호 및 제2 신호의 사이클을 매칭시키는 매칭부； 및 상기 제1 신호 및 상기 제2 신호의 매칭된 상기 사이클에 포함되는 각각의 기준점을 획득하고, 획득된 상기 기준점에 대응되는 시간차를 이용하여 상기 환자의 혈액 순환 장애를 진단하는 진단부를 포함한다.
