PROBLEM TO BE SOLVED: To provide a double elastic webbing intended for solving such problems that a drip-watering method or a method using a pore rubber tube as a conventional stress cultivation method, and a water supply method with a fiber structure having absorbing properties from a bottom each need continuous attention to individual seedling because there are water supply unevenness caused by clogging of a drip tube and water pressure change, and sugar content decrease caused by excessive water supply, and also in a cost aspect there is a need of plant investment. SOLUTION: This double elastic webbing has root shielding and water permeating properties for preventing water absorption from feeder root through wrapping with a hose-like double elastic webbing 5 having a root shielding performance function and water permeable properties preventing invasion into feed root so as to prevent root from directly absorbing a water amount carried from a fiber structure 8 having capillary phenomenon, and for regulating the width of a bag so as to control an absorption amount from the fiber structure 8.
