Embodiments of the present invention provide a wireless communication method, network device, and user equipment (UE), the method comprising: generating a configuration message comprising a first candidate configuration and a second candidate configuration of a radio bearer, wherein the first candidate configuration configures a DL RLC PDU size to be a fixed size, and the second candidate configuration configures the DL RLC PDU size to be a flexible size; and transmitting the configuration message to a UE. Thus, if cell capabilities are inconsistent when a UE undergoes a crossover including a state transition and a cell reselection, a configuration message generated by a network device can be used for configuring, according to the configuration message, a valid DL RLC PDU size after the cell reselection. Embodiments of the present invention provide a method for configuring a valid DL RLC PDU size when a UE undergoes a crossover including a state transition and a cell reselection.
