PROBLEM TO BE SOLVED: To enable titanium oxide particles which are to be a photocatalyst to be more stably supported on titanium which is to be a base.SOLUTION: In the photocatalyst in which anatase-type titanium oxide particles (4) which are to be a photocatalyst layer (3) are supported on titanium which is to be the base (2), a surface treatment layer (5) for supporting the titanium oxide particles (4) is formed on the surface of the base (2), where a surface modification layer (6) with plasma treatment applied to the surface of the base (2) is formed as the surface treatment layer (5).
