PROBLEM TO BE SOLVED: To provide a surface soil transferring method to surely transfer the surface soil layer as it is in high yield in various civil engineering works without destructing the natural environment and ecosystem of the surface soil while keeping the state of the soil and to provide a surface soil transferring tool and a surface soil peeling mechanism. SOLUTION: The surface soil layer of an original area is peeled off without destructing the layer while keeping the natural state of the soil by inserting a surface soil transfer tool 1 (1A) attached to a self-traveling machine AA, the peeled surface soil layer is transported to the transfer object area by using the surface soil transfer tool 1 (1A) as the holding tool, the tool 1 (1A) is placed on the transfer ground of the object area, the bottom of the transfer tool 1 is opened and the tool is lifted to softly drop the surface soil layer from the bottom to the surface of the transfer ground while keeping the state of the soil. The transfer ground is completely lined with the surface soil layers by this method to reproduce the state of the original area.
